ARC Raiders is an online multiplayer game (or a server-sided game, in other words) that requires a constant internet connection to play it. Therefore, no, there will not be a trainer.
Trainers can only be made for offline single-player games (otherwise known as client-sided games), for both technical and legal reasons.
