The HDD has nothing to do with the console being modded. If it can read burnt game the drive is flashed. I’m pretty sure those setting are store in the Nand though so formatting the HDD would do no good. Hopefully someone can confirm that though .
It sounds like something to do with parental settings. Check to make sure it’s not set to only play Teen rated games and below.
