Cant Use Animated Images For Avatar?

Now i have seen a couple of admins with animated avatars…
Is it only them that can use it and why not members?
Or am i doing it wrong? Cause i was wanting to use this as my avatar.

Only admins can use .GIF probably

The only members who can’t use animated avatars are regular members. Buy yourself some Diamond.

Anyone that is diamond can use them also.
