I’m not sure if this possible solution will fix your issue but give it a try.
Right click on the setup files/installer and go to Properties, now find the Unblock button near the bottom and click it, now click Apply, and then OK. Now try running the installer. Hopefully it works for you.

but i have another version of horizon but it is on offline mod only
Are yo the administrator on the PC you’re using? That could be the issue.

the same probleme i think that i can never fix it 
What OS are you using? I think I remember others in the past with this issue creating a new user account on their PC and it would then install. Maybe give that a try.
