It is possible, but if you’re careful about it the chances are slim. Take some time and research it, as you’ve already started to do.
For some things you can such as modding your tenure (years online), overly modding your achievements, modifying your avatar color, etc. But 99% of Horizon’s tools won’t get you banned.
There are 3 things that will most likely get you banned, modding your xbox live year or tenure or crowns as it is known as well, modding your avatars color, and unlocking an abundance of achievements. If you use horizon for any of those, you are doing it at your own risk, so if you do get banned, you cannot come back and say that it was horizons fault.

Never mod anything online and use a “dummy” account (thats not connected to live). Then you will be totally safe.
