If that doesn’t work right click Horizon.exe and go to its properties and see if there is an unblock button.
And if that doesn’t work download CCleaner and follow the steps in the link @DiamondM0dder posted.
Finally if neither of those work, get a brain and downgrade off shitty Windows 10 for profit.

Back when Steve was a wee little lad, and when this was XboxMB then HorizonMB, he used to help a lot with Horizon + post Horizon tutorials if I remember. So they promoted him.

You keep saying you have the latest framework. You don’t need the latest you need 3.5. Horizon is built on 3.5 and is not included in 4.(0/5/6). You also need to make sure you have the C++ redistribution packs installed. Sooner or later you will need 2010-current so you might as well install them all now.

You don’t need to downgrade you just need to make sure you have it. Windows 10 may have it preinstalled I don’t remember. You can make sure it is installed and enabled by using windows+r then appwiz.cpl and then turn windows features on or off. It should be one of the first things.
