How do I unlock a phone to all networks?

I also need to know this for my Lumia 930. I bought it from amazon “unlocked”, but when I put in an the initiation code to get to the unlock screen, it shows me this. The phone came with a “code” as well and I was thinking that it was the code to unlock the phone, but sadly it isn’t long enough to enter it.
