Which OS do you actually have ? Is it 8.1 build ?
Is .NET Framework, DirectX runtime library, VC++ redist package, properly installed on your OS, just to name a few ?
Is your OS fully patched and updated as well ? .NET Framework, as well as Visual C++ Redistributable packages can be updated/downloaded from MicroSoft’s website.
But anyways, first of all, turn OFF and disable Windows Defender or better yet, add Infinity as an exception, and then disable Windows Defender. Do you have full OS administrative rights ?
When you run the Infinity app/tool, make sure to run it as an ADMIN, and temporarily disable any other Antivirus/AV tool, as well as firewall on your PC.
You can also add “Infinity” as an exception/exclusion, if using any AV, but better turn it off, for the time being. Check your Modem/router firewall settings as well.
Sometimes, there might also be a corrupt file download, so try to re-download and reinstall INFINITY from scratch, if need be.

Try restarting your computer and rerunning the setup as an administrator. If that doesn’t work, try installing the .NET Framework 4.6 from the links above.
