Welcome to the community. 
This error message is usually the result of antivirus interference.
Follow all of the steps in this post here: I can’t Install WeMod / “There was a error installing the application” - WeMod App / Support.
If the issue continues afterwards, follow these directions:
- Restart your PC
- Open your antivirus. Go to the quarantine menu / virus chest menu
- If there are any WeMod files in there, whitelist them from here
