I wanted to know if with all the updates on xbox if its still safe to unlock achievements on the xbox 360?

It has never been 100% safe but nothing has changed. Do it in moderation and you should be fine.

I’ve been doing mine since October '18 and haven’t gotten banned I’ve added 300k at one time back in October and about 1,000,000 in one night back in late August or early this month. Yours might be different though I may just be lucky. Who knows.
