Ok. I encountered te same problems with adding support, science and funds. I loaded the game via Steam and loaded a saved game. I pressed the appropriate keys and heard the ding but with no luck. However when the budget review event occurred, I noticed that I had additional funds, science and support corresponding to the F keys I pressed.

for me I had to complete a mission and wait for the next turn before it worked
