Most probs been answered but does anybody know how i can access the horizon program

i have turned off the internet and horizon loads but i cannot access the diamond part. keep getting told its offline.
i have removed the antivirus and allowed it to run through the firewall. but nothing.
uninstalled and re installed many times.

windows 7 with norton antivirus

You will not be able to access diamond tools without an internet connection.

I understand that but horizon will not load when I have the Internet connected

If you are not online you will only have access to the basic tools
