You cant download games, Horizon is a all in one modding tool for many games.
Meaning you changes values of savegames and such.

For downloading and adding games to your Xbox without owning it. Then you need a JTAG / RGH console.

Horizon doesn’t allow you to pirate games. The “game adder” adds .gpd files to your profile so it looks like you have played them. (and it allows you to unlock awards and achievements using horizon for games you haven’t actually played.)
