Laptop keeps saying not able to install the horizon app. Why?

Try installing after downloading from this link: https://www.horizonmb.com/client/v2/latest.php
You might also need to unblock the setup files. Right click on the setup files, click on properties, look for the Unblock button near the bottom and click it, now click on Apply and then Ok. Now it should install properly.
If one hasn’t been made already, someone should make an in-depth tutorial on installing/uninstalling Horizon. It seems like it’s trivial (and it truly is), but I feel like there are threads about problems installing/uninstalling like every week.
