Norton/Windows Blocking Me From Running Horizon Installer

I am currently trying to download Horizon to transfer Skyrim saves to my PC. However, when I download and run it as administrator it gives me a message saying “This app won’t run on your PC.” Additionally, on one attempt Norton popped up saying that malware had been detected. It lists the threat name as Heur.AdvML.B . Is this a real problem or is Norton being over sensitive? I am additionally unsure if Norton is the reason windows tells me that it will not run, and if its not what should I be doing?

Ya and a couple other antivirus things too i guess.

Thanks, I can tell it is a safe program as there is clearly a community for it, but did not know if something had been added without the creators knowing. As for Norton, I am currently on the 60 day subscription you get with new computers. Thanks for the help @ptondo
