I have used horizon in the past. I remember i had to load my gamer tag on a USB. Then use horizon

Can I use horizon to mod some Xbox 360 cheevos?

If you want to mod achievements you will have to put your profile back on to an Xbox 360 to mod achievements as you may certain files to do so. Horizon will only read Xbox 360 data version of your profile and not the Xbox one version.

Horizon will not work for xbox one.
