Activision doesn’t like when people mod their games, so they send cease & decist letters to the modders and tell them to stop modding (or in this case, making mod tools) for the game, or face legal action. This is why cod tool isn’t in development anymore. If they had save editors for black ops & bo2 in horizon, they(the devs) may have to stop development of horizon and they could even be sued.

Same problem here mate. It wont open for me either? I’ve turned off my antivirus just incase it was that but the program still isn’t not starting up when I click it.

Yeah I’m using xp too. Downloaded twice didn’t work though
When i mod the dvars the mods dont carry over to the next mission. Tool says failed to parse segment 3 when i try to mod again! also when i put a unmodded segment 3 into the savefile i can mod away again but the savefile becomes to big and blackops2 spits out an error saying the savefile exceeds size! any help?
