Only accessible via PC. Enter ‘coc qasmoke’ into console commands and press enter. To exit, type ‘coc whiterun’.

PC gets all the fun, maybe.
Edit: Theoretically if take an Xbox 360 save, convert it to PC, teleport/go to this location. Convert it back to Xbox 360, let the player pick what item(s) he/she wants. Convert the save back to PC, get them out of there, convert back to Xbox 360 and Enjoy.
Pretty cool that they put that in the game.
Or do it on PC then rename your gamesave?

You can access it on xbox, kinda. Have someone convert your save to PC, ask them to change your location on the save, convert back to xbox and play.

They added it because it is easy for testing.
They made it look nice because they where bored.
They left it because they are lazy.
I think thats why.
To keep testing? For people to modify there game save?

They support modding and where planning on releasing a mod for the console version of the game.

Would it actually work if you put a char in there on pc and then put the save on Xbox or would the Xbox save be corrupt?

You guys do not have to doubt anything it was going to happen but Microsoft did not approve I never said they were going to be released,Bethesda said they WANTED to have the tools for the console versions.
