Bancore has been down for awhile now, and I want to know a way to verify my paypal account again without using a real credit card.

probably the largest vcc there is. not sure if it’s free or not. Your answer could be found with a trivial google search.

the reason they probably do require a balance is so people can’t do things like what you’re trying to do.
Why not just add one? It doesn’t have to be credit, can be debit, too.
