So when i want too buy pro it tells me I need too add a card but I have sufficient funds on my account (I buying the monthly and I have 36 dollars on my Paypal)

This is a PayPal limitation.
PayPal has decided that you need to have a bank account or credit/debit card attached to your PayPal account if you wish to use PayPal for subscription services.
There’s nothing WeMod can do about this, it is PayPal’s rule.
