Windows cant reach wemod.exe

The language is hungarian but its in english : Windows cant reach the device , path or file. It could be you not have permission for access.
Im the only user of the computer and im the admin.
How can I fix this?

(I tried to reinstall the program and tried to replace the folder but nothing changes)
