For some reason, when I tried to download the wemod app, it says that I need to download the offline
one but when I tried to run it, it say “installation have failed” even though I don’t have any antivirus
software in my computer, I even tried to turn off the firewall still, nothing seems to work. This
“installation has failed” thing also happened to me when I tried to download the discord app. If
somebody knows how to solve this problem, I’d be appreciated, thanks.

This is a classic case of a security program on your machine or network blocking the download, especially if it happens to Discord too.
