You can use Horizon to mod/cheat in Xbox 360 games.

I believe it’s not possible to do this in Xbox One or PlayStation 4, however.
The only console tool currently available from the WeMod team is Horizon which offers save editors and other mods for the Xbox 360. The current gen consoles won’t be getting this treatment anytime soon.
The Xbox One would need its encryption keys made available to make a mod tool like Horizon but that’s not happening. There are save editors and similar tools for the PS3 but you won’t find them here.
