Since PC gamepass ultimate now allows cloud gaming any chance of mods being developed for games like the gears of war series and the fable series or are trainers for cloud games not possible

The game needs to be running from your PC. Trainers work by injecting code into the game’s memory addresses within your PC’s RAM. Since games streamed from elsewhere (ie, the cloud) are not actually running on your PC, a trainer cannot inject into it.
