Does Horizon still work?

Does the Gears of War tools still work? Are you still able to mod gamerscore? What are the repercussions like for modding gamerscore these days on the 360? I don’t have an xbox 360 currently but I’d love to get one if the tool still works like it used to. Really only care to mod gamerscore and mod halo campaign, gears 3.

Yes, Horizon still works and the consequences are the same as always. Normally they reset you the first time then ban you after that.
