So i was trying to install this application, and I get an error where i need the setup.msi file but it wont load… And the error says Failed to uninstall other versions of Horizon.
Have you first tried to remove, and uninstall previous version of the Horizon App as well ? Did you also go through my replies/tips, which I posted before under these specific threads ?
Try to re-download the Horizon app once again.

Yes i have deleted all other versions and i restarted installer but it fails everytime
I try to download it and the arrow points down but nothing is there 
Which Arrow are you talking about ? Try to be bit more specific. Disable your Antivirus/Firewall for sometime.
Post some screenshots, or a LOG file, if possible.
