No it is not. That guy is incorrect. You can mod the single player of GTA V with Horizon. You will need a console that runs unassigned code to mode online.

not at all…
To be able to mod gta online a modified console is required eg RGH/JTAG.
horizons soul purpose is to be able to mod games via usb with the majority of the gamesave editors in horizon for single player/campaign modes only.

In the meantime i’d like to apologize for 8atombomb8 giving you false hope.
