Most mods/cheats using the trainer work just fine.
However, I am only able to spawn 1 vehicle and then the spawn mod never works again.
I have deleted and reinstalled my game and the same still happens. Is there anyway to fix this?

Just to be sure I uninstalled both the game and the infinity app from my computer. I did fresh installs and I am still having the same issue.
Also, for infinity to work, I have to start the game through Steam and begin playing. I then start Infinity for it to work. If I try to open the game with Infinity, it fails to load the social club and shuts down.
