They do not track unlocked liveries as long as you do not try to put them up on the StoreFront. Just keep them to yourself.

Question, when you take the USB game save back to the xbox, do you always save to the USB after that, or does it transfer back to the xbox HDD unlocking the liveries there?

What about sharing cars in your club? Im SO tired of removing paint jobs, tunes, etc…just to share something badass. Its not like im reselling bought items like an idiot. Thanks!
