Horizon wont start again or install again after the first install

Hi.
after installing horizon first time, it opens fine and works fine.
but, if i closed it and re run the software again, it wont open.
and if i try to run the installer again, i get error 0Xc0000005.

disabled the defender
wifi on and off
restarted laptop
exclude the soft and the installer
