I am still working on this It should be done by March 10th-March 18 Here is the text but not the pictures.
Step one Get your gears of war save on Your hard drive you can do this easy by going on the game a select the USB storage device and it will save on. And make sure to move your profile too 
Step two If u have not load up horizon and got to package manager or device Explorer.
Step three Click on games on horizon and look for GOW Judgement
Step four Click on your data And look for Mod
Step five Now chose Carefully and do not put your level at 50 put it at 49 This i have tested out and you will level up in a few games Same as Gears of 3 Now chose you desired custom states and save it
Step 6 Look for Rehashed and Resigned click OK
Step 7 make sure you dashboard before loading you stats it will put you back to level one
Step 8 Have fun with you modded profile
