I think I can help you out, although I’ve never used the Just Cause 2 editor myself.

  1. Move your JC2 save to your configured USB drive.
  2. Double click on your save in Horizon’s Device Explorer.
  3. Mod what you want with the editor.
  4. Click Save to save your modifications.
  5. Close Horizon, remove your USB drive.
  6. Insert USB drive back into your 360, and transfer save back to your 360’s hard drive.
  7. Now load that save when you start up JC2.

Also, make a backup of your original non modded save just in case something goes wrong. You will then have a clean save to revert to in a worst case scenario.
