Use XRPC.xex and RPC.xex tools. BTW its only for jtag/rgh consoles.

Download a program called Ellipse. It has a Terraria editor.

It has items that aren’t included in the Xbox 360 Version (PC only items), so be careful when using it, adding anything from the PC version to XB360 version will corrupt your save.
