One more thing to try is a VPN. Windscribe is a free VPN that offers 10GB of free data each month. You could also use Opera browser which has an integrated VPN. You want to try and download and install WeMod while using the VPN.

It looks like you may be from China, which recently used the “great firewall of China” to censor and throttle external internet connections to western gaming services and communities. Using a VPN should hopefully free you from those confines.
