I have a few questions.
1.) Is there a stable, reliable game save editor for single player?
2.) Would it be possible to edit the multiplayer? If so, where is the tool?

  2. No as far as I know multiplayer is not moddable.

Multiplayer is not moddable as stats are kept server side.

The mod tool for Gibbed has caused clashes with horizon recently but it should work fine. If there is any issues make a thread in the Support section.
