I just downloaded. WeMod Setup It keeps on infinitely loading every time I try to the open the file.

This might sound a bit obvious, but have you restarted your PC since installing WeMod?
Otherwise, issues like this are commonly caused by interference from an anti-virus, amongst other things. See the full troubleshooting here and give it all a try: I can’t Install WeMod / "There was a error installing the application" - #2 by Ravenfyre.
