You can get a free one if you look and ask around. Or some broken ones and use parts to make a working one. I’m not sure where you’re from but here in CT, USA, I can get free computers all the time. Put an ad up on a site like craigslist asking for broken or unwanted computers. You’ll get a bunch of replies. If you lived near me I’d give you about a dozen that I need gone lol, but of course they don’t have hard drives lol.

To add to what Chris said, only the goty dlc is drm free, same with the other games.
Use gibbed if you want a save editor.
