I don’t believe there are any requirements for the construction cheat but I would recommend you make sure you do not have any mods installed as they will generally break options and/or the whole trainer 
When I use the other trainer for Rome II, its one-turn construction works just fine and all the other features of yours seem to work.
Mine not working, everything is fine except construction cheat.
Do I need to do anything else before using construction cheat?
What happened to the trainer? 
Why can’t I find it in wemod anymore? it was working fine before…
