I was having the same issue, but i ended up discovering i was targeting the incorrect .exe. “C:\Program Files (x86)\Steam\steamapps\common\TheOuterWorlds\Indiana\Binaries\Win64” ended up being the correct .exe location and now all mods are functioning for me. hope this helps!
