I’ve found that it is. May not be working in some situations I guess. I managed to take most of S. America as Paraguay using it in combination with the Trade State function.

Fast Construction appears to get stuck on.

Also with hotfix as of today, fast construction no longer appears to work. Wont turn on.
Can confirm fast research still works and add reserve also works.

Doesn’t seem to work, I just updated my game, tried without any mods and none of the options do anything.
Edit: Ok seems to be working now, thanks heaps
Still pretty annoying that the Cheats apply for every country.
